Minnesota Department of Human Services

Deaf and Hard of Hearing Services Division

Starting August 1, 2024, the Telephone Equipment Distribution (TED) Program will change its name to Minnesota Access to Communication Technology (MN ACT). This change reflects how telecommunication access in Minnesota has grown beyond telephones. Now, we provide different kinds of devices that make it easier to use the phone. The services we offer will stay the same. MN ACT will continue to:

  • Provide free telecommunication devices that make it easier for you to use the phone with hearing loss, a physical or speech disability.
  • Find the best device for you.
  • Offer devices such as smartphone/tablets with pre-installed accessible apps, captioned phones, amplified cordless/corded phones, ring signalers, cell phone amplifiers, Bluetooth accessories, smart speakers, voice amplifiers, electrolarynx and more.
  • Set up or install devices.
  • Train you on how to use the devices we provide.
  • Troubleshoot problems and offer free repairs or replacements if needed.
  • Exchange devices if your needs change.
  • Help you apply for telephone discount programs.
  • Suggest other assistive technology that might make your life easier.

If you have questions, please contact MN ACT! Updated applications with our new name will be available October 1, 2024. You can still apply using the current application in the meantime. For more information, please contact MN ACT:
